De altfel, standardele sunt documente neobligatorii se determină nivelul tehnic. Pregătirea şi adoptarea standardelor se face printr-o procedură democratică, la care participă toate persoanele interesate. Standardele se pregătesc prin consens, ceea ce înseamnă că nici unul dintre specialiştii colaboratori la pregătirea unui anumit standard nu a avut obiecţii importante în procesul de pregătire a respectivului standard. Datorită acestui fapt produsele şi serviciile nu pot fi sub nivelul cerinţelor înscrise în standarde şi se doreşte chiar ca acestea să se afle la un nivel superior.
